The Downtown LaGrange Development Authority was established in 1975 after citizens voted in favor of its creation in the November 1974 General Election. Georgia Governor George Busbee signed the bill into law. In March 1975, LaGrange City Council named nine members to the Authority's board. Representing property owners were Charles D. Hudson, Arthur E. Mallory III, A. W. Birdsong, Jr. and Nasor Mansour. R. J. Bittick, Pearce Cleaveland, Jr., James Hamilton and Byron Hurst represented business groups. Mayor Gardner Newnan was appointed to represent the city.
The Authority was given the ability to contract for construction, employ engineers and planners, remodel and alter buildings, and contract with the City for construction, reconstruction, altering, changing and closing alleys and streets. In addition, the Authority can levy a tax within the Downtown business district on property used for commercial purposes. The Authority was also given the power to buy, sell, or own property and to use the power of eminent domain to carry out its aims and objectives.
Among the changes accomplished by the Authority during the years 1978-2004 were the planting of oak trees throughout the downtown district, removal of parking meters, initiation of traffic changes, and approval of renovations to buildings. The DLDA began to hire staff in the 1990s and also purchased land for an office park. The Authority has worked closely with the Chamber of Commerce since its inception.

The collection contains the minutes of regular and special meetings of the Authority, from 1978-2004.
